潼关位于陕西省渭南市潼关县北，北临黄河，南踞山腰。《水经注》载：“河在关内南流潼激关山，因谓之潼关。”始建于东汉建安元年（196年）。潼关是关中的东大门，历来为兵家必争之地。
潼关设于东汉末，当时关城建在黄土塬上，隋代南移数里，唐武则天时北迁塬下，形成今日潼关城旧址。唐置潼津县，明设潼关卫，清为潼关县，民国时袭之。因为潼关地处黄河渡口，位居晋、陕、豫三省要冲，扼长安至洛阳驿道的要冲，是进出三秦之锁钥，所以成为汉末以来东入中原和西出关中、西域的必经之地及关防要隘，历来为兵家必争之地，素有“畿内首险”、“四镇咽喉”、“百二重关”之誉。
潼关历史悠久，闻名遐迩。清代大诗人、大书画家张船山《潼关》云：“时平容易度雄关，拍马河潼自往还。一曲熏黄瓜蔓水，数峰苍翠华阴山。登陴版牌丁男壮，呼酒烹羊守吏闲。最是绿杨斜掩处，红衫青笠画图间。”当代文人陈运和的诗是写照：“风陵渡至今已没船，老潼关代替有铁桥”。
潼关位于关中平原东部，雄踞秦、晋、豫三省要冲之地，潼关的形势非常险要，南有秦岭。东南有禁谷，谷南又有12连城；北有渭、洛二川会黄河抱关而下，西近华岳。周围山连山，峰连峰，谷深崖绝，山高路狭，中通一条狭窄的羊肠小道，往来仅容一车一马。过去人们常以“细路险与猿猴争”、“人间路止潼关险”来比拟这里形势的隆要。杜甫游此后也有“丈人视要处，窄狭容单车，艰难奋长，万古用一夫”的诗句。
